The 23rd Annual PEN Oakland-Josephine Miles Literary Awards honor writers across the nation, this year's awards go to: Andrew Lam, Birds of Paradise Lost: Thirteen Stories of the Vietnamese Diaspora; Luis J. Rodriguez and Denise M.
